Question about Panasonic Televison & Video
The lights are there to inform you on the status of the power source. They are flashing because the power source is in protected mode - a part inside the tv has failed and the power source has shut itself down to protect itself and the rest of the tv. To find which part you must open it and test the components. The most likely part on a tv of this age are the electrolytic capacitors - look for bulging or leaking ones.
If you haven't done that before then it's better to call a repairman, if you mess with it the damage could get even bigger and more expensive.
