You need to replace the digitizer.

The part can be had on ebay for about $10.

Digitizer doesnt work

The Apple iPod is a handy device for listening to your favorite music, but mechanical issues can lead to frustration.

In particular, one problem you may encounter is a touch screen that ceases to function, whether completely or only on certain portions of the screen.

In some cases, a simple fix can solve the problem, while in others, a malfunctioning touch screen may be the sign of a more serious issue.Moisture

Moisture on your fingertips can cause an iPod touch screen to function erratically or not at all. Foreign substances such as hand lotion can also impact the touch screen.
A good practice is to thoroughly wash and dry your hands before using the device.
Wiping the screen with a microfiber polishing cloth can remove any debris accumulated on the touch screen, allowing for the direct fingertip contact necessary for proper functioning.
Barriers

Using a plastic sheet to cover the touch screen provides protection against dirt and smudges. However, the plastic can also create a barrier that prevents essential fingertip contact, especially if it is old and dirty.

Removing the plastic allows you to test the screen to see if it is hindering operation.
Wearing gloves when using your iPod may also inhibit the necessary screen contact, so removing them may also provide a remedy.

Ending Application If your iPod's touch screen freezes or becomes unresponsive when using a specific application, simply restarting the application may solve the problem.

First shut down the application; if this doesn't work, shut down the unit completely and then restart it.
Dead Spots
Instead of a completely unresponsive screen, you may experience difficulty only in specific areas. These "dead spots" are often the result of malfunctioning pixels, which are the components that comprise a digital image.

If you suspect bad pixels are causing your touch screen issues, notify Apple Support for repairs or even replacement.

According to the Tuaw website, Apple's policy has generally been to provide automatic replacement for iPods experiencing pixel problems.

How much to fix ipod touch screen and where

Good morning, afternoon, evening or night; whatever time of day you receive this. You want to know how much to fix the touch screen and where to fix it? I want this solution to benefit you as much as possible. Having to pay for someone to fix your iPod touch screen should be your last result. I'm tell you some options you can try that may save you a few dollars and having someone to fix the iPod touch screen. I don't if this is the problem, but the touch screen may be locked. Automatically, the iPod touch locks when there has been no activity for a certain amount of time. To unlock the touch screen, press and hold the Home button or the On/Off/Sleep/Wake button which is located at the top of your device, and then drag the slider. If you want to set the amount of time before Auto-Lock activates, press Settings, General, Auto-Lock; then set your preferred time. If that doesn't fix the problem, you can try a system reset. To do this, press and hold the Home and On/Off/Sleep/Wake buttons together for approximately 10 seconds until the Apple logo appears on your screen. If this doesn't work, you can take your iPod Touch to your local Apple Retail store and have an Apple technician work on it for you. There will be a fee for diagnostic services. You can also contact Apple Technical Support or Online Service Assistant. For more contact information, go to this website (http://www.apple.com/support/contact/). I hope the problem is just a screen lock up and if you have to get a repair or replacement, it won't burn a hole in your pocket. Thank you for choosing FixYa as your one-stop solution spot for your problems and requests. Have a good morning, afternoon, evening or night; whatever time of day you are viewing this solution post.

Bottom third of monitor has white haze that disappears when the monitor is pinched at a certain place, returning when released.

The image from the computer is sent to the LCD through a flat cable, and that cable is attached to the screen with a conductive glue. Pressing the "certain spot" remakes that connection, but unfortunately it loses the connection when released. If the monitor is not that old, contact the manufacturer to verify that it can be repaired under warranty.
If no warranty exists, then you can check with local TV repair shops and get a quote. Unfortunately, this is not a fix that the average home repairer can manage correctly...
...unless you disassemble the housing and place several layers of masking tape over the "certain spot" so pressure is applied when the housing is back in place. This would only be a temporary fix that might only last a short while, but could last much longer.
