Bring your phone into an AT&T store for evaluation. The service delay could be Sim Card based, or could be phone based. As for the Shut down problem, This could be a number of things. I would need to physically view and handle the phone to properly diagnose. Any AT&T employee worth their salt should be able to get this fixed, or at least offer alternatives.
I've gone to Verizon with this problem before and have been told that the software on my phone wasn't up to date and updating the software would fix the problem. However, that didn't work. I've looked around online and the phone shutting off randomly seems to be a common problem. I read somewhere that pressing a certain spot on the back of the phone on the battery can shut it off. I tried it out and I think that may be the cause; pressing just above the bottom rectangle on the battery shuts off my phone.
try taking out the battery and whiping down the coper parts of the battery and the phone. this should help. if you still have the probem go to your service provider and see if they can update your phone.
