Asked about an update and i said no and bow it won't turn on at all

Sometimes computers will automatically download your update even though you say no. Sometimes it will download your updates when you start up your computer and you have to wait. Depending on how many updates and how long it's been between updates it may take several minutes or may take several hours. On the other hand, there may have been a glitch and your computer stalled. You can hold the power button in for 3 seconds or more and the computer should automatically shut off. This is not recommended on a daily basis.
It's frustrating, but happens to the best of us.

46" Samsung smart TV series 5, purchased Nov 7 2014. When I watch Netflix or a YouTube video the TV is working just fine and I'd assume it works from an HDMI decide as well, but when I'm browsing around...

It sounds that the the problem is with its firmware. It will be best to consult the authorized service centre for Samsung, before doing any software update. A software update will be necessary. But, without knowing any details about the version of software loaded at present, it is difficult to advice you more about the software version, which has to be updated. A wrong software update might make the TV fully in-operative. If you wish to get some details; check the site linked here. Pull up older posts. Surf the site with patience. http://electronicshelponline.blogspot.com/

WD-57833

Some of these if they have a photo slot or card sd slot on front you can get a update card from Mitsubishi---with set off insert the card and turn set on---a good idea is to go into the menu and write down the software version currently in the set---Note: if no problems do not try this--do not update for the sake of just updating---seen some problems when this is done.

I need to download an HD update to a USB thann to my samsung TV

Download the update file from Samsung website's support page to your computer's desktop first.
Depending on which web browser you are using you might need to adjust the settings in order to be able to opt to save downloaded files to your desktop.
Then unzip the file using winzip and extract it to your usb device
Safely remove the usb device from your computer
Insert it into the television
Through your menu go to the software update section and get it going!
Good luck

Cannot get TVGuide Onscreen Updates on Samsung HLS5688W

By that, do you mean that when you open the guide up, it updates? If so, try waiting for a while. If that doesn't work, try taking it to a shop.
