If you had a storm, and the only handset that works shows line in use, then your base has gone bad and needs repair. The reason the phones are flashing base 1 or something to that effect is because they don't see the base anymore, which typically means no phones will see your base, so its odd that one phone is actually seeing the base. Either way, you can try re-registering the phones to the base, but if you get the line in use after they register (if they will register), then your base is bad. Try using the procedure below to reset the phone:
If that does not work, then the phone is defective.In that case you will need to replace/repair the faulty handset or the whole system.
If there is no communication with base, then either in cradle or handset can be defective. In that case contact Uniden. See:
