First check that you have 220 volts comeing through the outlet should be 110 on each side next thing would be to do continuity test on your relays both the hi and low and the whirlpool does have a run fuse also which you should check as well lastly do a continuity test on the heater you should be able to find which is the problem by doing continuity test you can also order the part directly from marcone appliance parts hope this helps
