THE WEB CAM SAYS "LOCKED BY ANOTHER APPLICATION" I ALREADY TRY THE SOLUTIONS BY GUESTS PUT IT ON HOME BUT DOESN'T WORK FOR ME. I PHONED TO TOSHIBA TECHNICAL SUPPORT THEY TOLD ME DISABLE THE CHICONY WEB CAM AND IN EVERY START OF WINDOWS OPEN IT BY MANNUALLY BUT WORKS SOMETIMES.. HOW CAN I FIX IT.

It seems that any application is using your web cam already.
Use the task manager( Ctrl + Alt + Del ) to stop all unnecessary application which you not needed or not know. Then try to run this web cam it should work.
If still its giving problem then check it from Control Panel > Camera, it should work here.
Please try to see your laptop webcam setting if it is assign by other application or not then you can edit the current setting of your webcam so that it can be used according to your desire and purpose.
here are the steps that you need to do.. First turn off User Account Control (UAC),. That is under control panel. Then download camera assistant software and save it in your desktop desktop. You can get it at support.toshiba.com for US model or toshiba.ca/support for canadian model. Make sure you properly save it on your desktop. Then uninstall camera assistamt software from the add remove programs. Re start your notebook. Then install the camera assistant software. Re start again your notebook. Launch camera assistant software. It will work this time.
ya vista have some problems go to your internet option and download manually the latest update of your webcam .this may be a problem because u are using latest version of yahoo but your web cam do not support it or either add xp also in ur laptop.
Do you have a fire wall running on your PC. If so disable your firewall and check to see if the web cam starts. If this is not the case do you have any type of internet child protection software installed?
I don't know what exactly fixed the problem but I managed to fix it. I'm using a Toshiba Satellite A215 by the way.
Here's what I did Control Panel >> System Maintenance >> Device Manager
Go to Imaging Devices and right-click "Chicony USB 2.0 Camera" and choose "Update Driver Software"
First I clicked on "Search automatically for updated driver software" but everything was already up to date. So then I went to "Browse my Computer for Driver Software" and then to "Let Me Pick from a List". I updated the USB Video Device and rebooted but that only made it worse I think. Then I tried updating one of the "Chicony USB 2.0 Camera"'s and that did the trick. Yey. So now my webcam works.
