Frfom what you describe this is caused by a faulty vertical convergence IC
It may come that the whole board will need replacing, rather than just the single part. It will also need complete resetup of the convergence guns so it's not a DIY. I suggest taking it to a REAL TV repairer. Not back to the one who couldn't work out what the problem was.EST cost for parts and labour $200 But get quotes.
