I have the same problem and found a solution that works beautifully

To resolve this problem, remove the affected filter drivers. To do this, follow these steps: 1. Click Start, type regedit in the Start Search box, and then click regedit in the Programs list.

If you are prompted for an administrator password or confirmation, type your password, or click Continue. 2. Locate, and then click the following registry subkey: HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}Caution There can be many instances of the registry subkey that is mentioned in step 2. You must make sure that you are in the appropriate registry subkey before modifying the UpperFilters and the LowerFilters values. To verify that you are in the appropriate registry subkey, make sure that the Default data value is DVD/CD-ROM and the Class data value is CDROM. 3. In the right pane, right-click UpperFilters, and then click Delete. 4. Click Yes to confirm the removal of the UpperFilters registry entry. 5. In the right pane, right-click LowerFilters, and then click Delete. 6. Click Yes to confirm the removal of the LowerFilters registry entry. 7. Exit Registry Editor, and then restart the computer. Note After you remove the UpperFilters registry entry and the LowerFilters registry entry, you may lose functionality in certain programs such as CD recording programs. In this scenario, you must reinstall any affected programs. If the problem recurs, contact the program vendor to determine whether an update is available for the program.

i found the solution at microsoft support website, but i just found in portuguese, so im gonna try to explain how to solve it.
u need to go to start menu and then on the star search u need to search for "regedit"
when u are inside the regedit, look for this subkey "HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318}"

on the right side u need to del 2 subkeys

"upperfilters" and "lowerfilters"

close the regedit and restart the windows.

hope i can help u guys. it worked for me.

The solution is as TMYERS12 states and is not that hard. My Toshiba laptop had the same problem and was under warranty so I rang Curry's. They knew about the problem and suggested I delete the registry keys. It's caused by downloading additional software - mine was caused by ITUNES adding additional code to VISTA!!!

Just go to regedit and find this sub root " HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318 " and delete the upper and lower filters, just be aware that if you use the registry optimization software then this problem will result again and you have to do the same thing again , good luck

Six months ago I bought a Toshiba Satellite A205 and it was full of problems. Unfortunately I couldnt afford to be without a computer for several weeks while they ineptly tried to figure out what the problem was so(for some reason when I click on anything an unrelated window will pop up) I put up with it until today.
Today I went out and bought a brand new Toshiba Satellite 305 so I could finally put the other one in the shop. Everything seemed great until I got ready to start loading programs. Thats when I discovered that the D:/ wasn't there! And when I looked in the hardware section of the Control Panel I eventually saw the same error message everyone else here saw. How funny that the replacement computer is in worse shape than the one it was supposed to replace! What are the chances that something is wrong with EVERYONE of Toshiba's Satellite systems?
I can honestly say I have bought my last Toshiba product! Fool me once shame on you....fool me over and over again then I deserve it!

I had the same problem with my Toshiba Satellite A215 with the same Pioneer DVD-RW DVR-K17F ATA drive installed. As mentioned by one of the others, my problem was also instigated by installing iTunes, and deleting the upper and lower limit registries worked beautifully. Thanks!
