Unclog the waste pipe, and (once you bail the laundry and some water out, and have it unplugged) make sure the belt and other drive components on the drain pump are in good working condition. You may want to do this wearing gloves and safety goggles, with a small bucket of water with bleach to help whatever you use as a pipe cleaner, plus a waste bucket.

sounds like the lower bearing on the trans mission shaft is seizing up on you. had a frigedair that did the same thing. i took it apart to replace, but could not buy separate. it only came with a purchase of a new transmission,which ran $175- 275. so i junked it out. washer was only 5 years old.
The bra wire bears no relation to your present problem.
Remove top cover, screws at rear, and push top cover back.
See if the belt is still on, if it is, then select final spin and see if the motor and drum go round, if it does not, then the brushes in the motor probably need replacing.
Unplug washer, and disconnect the motor. you will find the brushes at the motor plug end, depress plastic lugs, and slide brushes out, if they are less than 5mm long, then replace them
If it is the belt that has come off, you will have to remove the rear panel to refit it.

The drum/agitator bearings are bad I believe, or the gearbox has been damaged. This is an expensive repair. I would strongly consider buying a new washer. This is a great time to buy appliances since the stores are really competing, and the prices are at their lowest.
is it a GE or Hotpoint? if so it is the main bearing. the center seal might have leaked water on the bearing. if you look inside the washer you will see a ring of rust splatter inside the case of the washer.
if this is the case than you have to change the transmission or buy a new machine.

This sounds like the min bearings have gone, open the door and see if there is any play up and down on the drum. if so its the bearing if not it could be something that has fallen from a pocket and got stuck between the metal clothes drum and the oute drum casing. a take apart job i am afraid for both issues.
That noise come from the pump that drived the water out the drum.
Since you don't have this noise every time, it's seems like it's cause an unclean filter issue.
Cleaning the filter - should solve this issue.
Before openning the filter, prepare a bowl and a floor cloth to avoid water's flooding.
