You Will Have to Disable the Firewall In Your modem / Router
And IF it is a router then Open The Ports

This is generally an indication that your router is blocking some necessary ports. Access your router's configuration page, (look on your computer's network adapter for the gateway IP, and copy it into an internet browser,) then forward the appropriate ports to your XBox's IP.
