You will have to contact Toshiba's support for that. You can check your warranty here, and if it's ok, they should be able to repair it for you. Otherwise, manufacturers make their own custom motherboards, so it's highly unlikely you'll be able to replace it on your own.

That is a tricky one. Guessing that you already have the new laptop, there is a usb adaptor that accepts SATA, IDE 3.5" and IDE 2.5" drives. You plug your drive into this adaptor, and plug the usb into your new computer. Now you can access all of the files on the old hard drive.

A new replacement motherboard will cost about $200, the labor to install it at a repair shop (a complicated job that requires plenty of experience) another $100, depending on the country you live in.
So you have to choose between spending $300 on an old laptop or $500 on a new better one. I would chose the second.
