Below are the top reasons why there are "colour bars" running across the screen :

  1. Corrupted video driver
  2. Changes in hardware configuration (display)
  3. Monitor issue (hardware)
In order to determine if it's hardware/software issue, all you need to do is to boot to BIOS and check if the problem replicates. Depending on system, you can go to the BIOS screen by tapping "F2" or "DEL" key repeatedly as soon as you turn on the computer until you see a different screen.

If the problem is present while in BIOS, then definitely the monitor needs to be repaired by an authorized repair center. Otherwise, video driver update or Operating system re-install can resolve this problem.

I have a 27 inch panasonic and have about 19 real thin lines across the top of the screen. It is in the top 4 inches of the picture tube.Model CT-2701G Built 9/03


Scan coils (field) measure about 5 to 15 Ohms from the plug where they connect to the main PCB
Look for the cables that come down from the scan coils (deflection yoke) to the main pcb
its either two cables and two plugs or a 4way cable with one plug to the main pcb
2 of the wires goto the vertical(height) and 2 to the width
try to work it out which (the fattest wire is width)
The width ones go towards the loptx(line output/flyback transformer),
and the height ones go to the field output chip (or transistor pair) Follow the printed circuit from the plug and look for a 7 or 9 pin chip on a cooling plate(heat sink for the posh),
it should have a diode connected to it and about 25v on both ends of the diode.

The recovery partition contains system files and the ability to boot and repair, format and reinstall the operating system if needed. For those who prefer recovery disks or who don't feel the need for the insurance of the HP Recovery drive, it can be formatted by following the steps below.


Instructions1 Open Disk Management by Right Clicking "My Computer" and selecting "Manage."
2 Click on "Storage" and "Disk Management."
3 Find the Recovery Drive partition. There are usually two partitions: the "C: partition" and the "HP_RECOVERY D: partition."

4 Right-click on "HP_RECOVERY D:" and select "Format."
5 Choose the File system and Allocation Unit Size and click "OK." The HP Recovery Drive partition will format and be available for your specified use

Tips & Warnings
Be very careful to not format the C: drive by accident.

The text along the sides of the tv screen are not completely in view


you need to change the 'zoom' on the tv by the remote.
Normal mode frames the 4:3 video to the 16:9 picture area by displaying it in its original aspect ratio, with vertical gray or black bars on both sides of the screen. The disadvantage of this method is the fact that the image is small by virtue of not using the entire width of the screen. This is also known as the 4:3 mode.
Full mode Full mode horizontally stretches the 4:3 video evenly across the entire width of the screen. This is the proper mode to display anamorphic video. If used for standard aspect ratio video, everything on the screen will appear wider than normal. Contrast this with anamorphic video displayed without processing on a 4:3 display, in which people on the screen will appear taller than normal. This is also known as the 16:9 mode.
Zoom mode Zoom mode evenly stretches the picture both horizontally and vertically, until the picture fills the entire width of the screen. This crops out the top and bottom of the picture. This mode is used for letterboxed and open matte video.
14:9 mode Main article: 14:9
In 14:9 mode, the picture is magnified more than in Normal mode, but less than in Zoom mode, while retaining the original aspect ratio.
Wide Zoom mode Wide Zoom mode, also called Just mode, Horizon, or Smart Stretch, progressively stretches the picture horizontally, less in the middle and more on the edges. This allows normal aspect ratio video to be displayed across the entire width of the screen, with minimal cropping, and with much less of the unpleasing visual stretching effect of Full mode.

IMO Seriously for $119 it's not worth it.
However, it does sound like a capacitor problem
If you are "Serious" about fixing I'd find a TV repair Forum.

All Plasma and LCD TV have boards that control vertical and horizontal output to their respective areas. They are connected to the screen by ribbon cables. If one of these boards fails all together, has a failed chip, a bad connection, or a bad ground somewhere it will result in a black line in the area of that board. A bad ribbon cable connection on the bottom will result in a vertical black bar though the screen. Many times resetting the connection will fix it, if the ribbon cable has been nicked there could be a severed connection. They an sometimes be fixed, but it is a pain. An yes I have done it, but the bar is gone. The same will happen if the chip that outputs to that area opens. The connectors are the first place to look paying close attention to the cable, they are extremely delicate so great care must be taken . Good luck in solving the problem....
