I am wanting to change the fuel filter on a toyota tacoma prerunner. It's a 1999.
I read that I need to relieve the fuel pressure by pulling a fuse or relay then starting the truck til it dies to relieve that pressure but all I find is a IGN 7.5 A fuse and/or the ignition system fuse. Which is the one I need to pull in order to fix my dilemma?

Or you can bleed the pressure from the shrader valve in the fuel line, otherwise ckack a line slightly to bleed the pressure, usr a bucket to catch fuel

Have you verified that fuel pressure is correct? You might want to remove the injector rail and inspect it inside for a rust or garbage that can be clogging injectors.
The fuel filter is underneath the intake plenum on the left side of the engine. To access it, you don't need to take off the intake or remove the starter like some have recommended. Take off the driver side front tire and access it through the wheel well. You may need to take off some plastic mud flaps and whatnot, but when I did this, it was a piece of cake. Make sure before you take off the banjo fittings on both sides of the fuel filter that you release the fuel pressure in the lines(take off the fuel cap).
You need to release the fuel connection on one side slowly because it is under pressure and the fuel will gush out very quickly. Also make sure that your engine is cold before you do this because the fuel will explode if the engine is to hot.

It's probably not the fuel filter. I would suggest replacement sparkplugs, and wires, since you did not nmention these items. Also, use plugs from a Toyota parts dept. If you use anything else, it won't run properly.
Does the compressor run? Low side could be high without a running compressor.
A running compressor? The expansion valve itself is about $50 and bolts in. You will have to remove the 134a gas before installing a replacement expansion valve and vacuum the system before recharging.
the trans should be serviced if it is an automatic (fluid and filter), the fuel filter should be changed ( a restricted filter can ruin the fuel pump in the tank), the air filter should be changed, make sure the chassis lubed if it has lube zerks. Clean or replace the PCV valve.
