Press the left soft key for More
Select Connections (6)

Try doing a master reset. this will delete all of the data and settings but it may help. go to settings, push more until you see security, and then press reset. if not have AT&T send u a new one (if you still have a warranty) if you havent already you should try a soft reset before doing the master. soft resets leave all of your data intact. to do this: turn the phone on. after it is on fully, remove the battery and wait about 30 seconds, then reinsert the battery.
If I am understanding you correctly, I think its as simple as pushing the OK (center circle button) which brings up a "Wireless Manager" screen. Should be a Bluetooth option and a Phone option. Make sure "Phone" is highlighted and push OK button to turn it on. My son gets a hold of my phone and this happens pretty often where the phone is on but not "ON"
to use bluetooth on the BlackJack II, press the button on the top once, choose wireless manager, and select bluetooth to turn it of or on. then click menu and go to add new device. on the other cell phone, turn it;s visibility on. there you go! they will discover eachother and you can seng files.
did you check if the phone is not OFF. (call functions off, not power off)
Start -> Settings -> Connections -> Wireless Manager -> you should see
"Bluetooth: Visible or On" (or "Off" if you don't use it"
