Probably the small filter screen in the cold water supply line is plugged up with sediment. The screen will either be directly on where the hose connects to the supply line, or may be on the rear of the washing machine where the cold water supply line connects to the washer, usually a simple screw-on just like a garden hose.
it can but you must connect both water valves to the water supply this is because most machines take just hot water on some programmes those above 60 deg just nip down to your local diy place and buy a "y" splitter screw this on to your cold water supply tap and connect both the hot and cold hoses to it then connect them both to the machine
Several factors can cause a GE washing machine not to allow water to
enter the drum, including closed valves, kinked hoses, a faulty
electrical breaker or sediment in the water lines. Sediment occurs most
often when the water to the home
is off due to electrical outages or when installing items in the
plumbing. Cleaning the screens will remove a sediment blockage, allowing
water into a washing machine.
Check each water valve for the
hot and cold water lines to make sure they are open completely. Open
valves are turned completely to the left. Check the fuse at the
electrical box to make sure it is not faulty, and check to make sure the
washer is plugged securely into the outlet. Observe the water supply
hoses to make sure there are no kinks from the supply valves to the back
of the appliance.
Observe the water supply valve handles to see if they are cracked. If so, they need replacing.
Turn off both the hot and cold
water supply valves. Turn each knob completely counterclockwise to turn
them to the off position. Pull the washer forward to reach the water
supply valves, hoses and the back of the washing machine. Place one hand
on each side of the washing machine and slightly lift the front while
pulling straight out from the wall.
Place a bucket at the rear of
the appliance. Use adjustable pliers to unscrew the hot and cold water
hoses on the back of the washing machine. Turn each hose
counterclockwise to unscrew and remove from the washing machine while
pointing them into the bucket to catch any water in the hoses.
Turn on the hot water supply
valve and hold the hose pointing into the bucket. Observe to see if
water is coming out of the hose or trickling out of the hose. Repeat
this procedure for the cold water supply hose. Limited water or no water
flow indicates that the lack of flow is at the valve end of the water
Pull the filters out of the
washer valves with needle-nose pliers. Rinse under warm water to clean
out any sediment and replace them in the hot and cold water washer
valves on the appliance.
Unscrew the hot water supply
hose from the valve using adjustable pliers. Turn the hose connector
clockwise to unscrew and remove. Repeat this procedure with the cold
water supply hose. Pull out the screen from each hose with needle-nose
pliers and rinse under warm water to clean. Replace the screens.
Replace both water supply hoses
on the washer valves and the washing machine and tighten them with
adjustable pliers. Slide the washing machine back into place and level
the legs by slightly lifting the front of the washing machine and
setting it back down.
If you have checked that the hot and cold water taps are turned on fully and the hoses are not kinked or squashed at the back, it is worth while checking both the hot and cold water inlet filters. Turn the taps off and remove both hoses at the washer end. Inside each inlet port there is normally a little filter which should just slide out. Clean if necessary and replace each one and the hoses. If after turning the taps back on there is no improvement, the problem is symptomatic of a malfunctioning hot or cold water control valve. Sorry but it needs a service call and a check that it isn't the control PCB ;-0(

If you want to connect up a washing machine that uses hot and cold water but you only have a cold water supply (such as in a basement or garage) you can use a Y Piece connector to connect the hot and cold fill hoses to a single cold water supply (external link to 4Washerhelp spares). The washing machine will then work OK. Simply screw the Y-Piece onto the tap, and then screw the hot and cold fill hoses to the Y-piece and connect the other end of the fill hoses to the washing machine. (You may also be able to buy this part from a DIY store like B&Q) If you don't connect a water supply to the hot valve (and simply connect the cold water hose to the cold valve leaving the hot valve with nothing connected to it) then some wash programs may not work as some programmes only fill with hot water. However, some washing machines will work OK with only the cold fill hose connected. You can always try it and see. The worse that will happen is the washer could either stick on the odd wash programme or may abort on some. If you do this though it's possible for water to drip out of the hot valve on some machines during fill. It's best to use a y-piece if possible.
The fact that you have connected cold water to the hot valve is irrelevant, the washing machine will not know any different and will just heat the water up to the correct temperature. The washing machine may use slightly more electricity but if it's less than 10 years old it shouldn't be significant unless you use a lot of 60 or 90 degree washes. On 40 degree washes, manufacturers argue it's more efficient to fill with cold water only and slowly heat up the water to 40 degrees.

Providing that the water supply is OK with no kinks or squashed hoses and the taps are fully turned on, this is symptomatic of a malfunctioning water control valve- the hot water one if the washer is hot and cold fill, and the cold one if it is just cold fill!
Sorry but it needs replacing and a service call to confirm that it is not something else ;-0(
check to make sure the filter at the connection where the hose goes into the washer is clear of debris. this can cause low water pressure if it's clogged. it's real simple to fix. just disconnect the hose from the washer and remove screen from inside the hole and clean it off and replace. Notsure if you can run the machine mannually by adding water.
most probably you have either a bad water pressure/level switch, a pressure hose that has detached, a clogged pressure hose or a combination of any or all of the above. the machine is not being told that the machine is full...
The automatic clothes washing machine counts on a pressured water system - like what is provided in a town / city or from a well that has a pressure system to deliver water at pressure like when you open a valve for a bath tub, sink or shower.
You need to have a plumber provide valve/faucets for both hot and cold water. The valves are sometimes called a "hose bibb" with a threaded end that the hoses connect to and then are connected to the back of the washer. When the hoses are connected and the valves are open, the automatic washer will open a solenoid valve when the time is right to allow water to flow in, then closees. Some owners keep the hose bibb valves open forever after they connect the washer, others close the valves after they are done washing all loads for the day/week.
You will also need a drain provided that connects into the house plumbing. The Whirlpool Duet provides the drain hose from the washer which drops into the pipe the plumber provides. It is important that the drain pipe allow air to move past the washers drain hose, to allow proper draining.

Most of the front loading washers and combos have two inlets for hot and cold water which are automatically controlled according to the setting used and hence both the water inlets needs to be connected for the machine to work properly or else the machine may take more time to fill water and there is also a possibility of the machine malfunctioning. However if you don't want to use hot water you may supply cold water to the hot water inlet which will at least make sure that the machine works fine.
In case you have only one faucet for supplying water to the machine you may use a Y-connector which will allow you to connect one hose to one side of the connector and two hoses to the other side of the connector which can then be connected to the two inlets to the machine.
