You probably have the wrong keyboard code. For Win XP or newer version of WindowsOpen CONTROL PANELDouble click REGIONAL AND LANGUAGE OPTIONSClick the LANGUAGES tabClick the DETAILS button for Text Services and Input LanguagesIn the new window verify the input language and click the Add button to choose one that matches your keyboard.
Go to control panel > Regional and Language Options > go through each of the tabs and settings including the location and change to English (Canada), make sure you look in all tabs and buttons, including the keyboard layout.
If you have windows XP follow these instructions. If you have Windows Vista follow the second set of instructions.
Windows XP
Click 'start'
click 'control panel'
click regional and language options'
Under the first tab called 'Regional Options' there is a drop down arrow,click it
setlect your prefered language
click ok
In Windows Vista

Open Regional and Language Options by clicking the Start button , clicking Control Panel, clickingClock, Language, and Region, and then clicking Regional and Language Options.

Click the Keyboards and Languages tab.

Under Display language, choose a language from the list, and then click OK.
Just start the game and enter the menu. There is an item for options, if yu cannot read the language, try them all. Once you have found the options you can choose the "new" language. Finished.
Most likely your Windows is set for the wrong Region and/or Language.
Check and make changes if need. Here is how....
START > CONTROL PANEL > REGIONAL AND LANGUAGE AND OPTIONS
REGIONAL OPTIONS (tab) set Language and County LANGUAGE (tab) DETAILS (button) Choose Input Language and Keyboard Region at this point, if you want to toggle between Languages, click the LANGUAGE BAR (button) ADVANCE (tab) Choose Language/Country
