1) Call Whirlpool. 1-877-817-6750
Have them send 2 new thermistors (temperature sensors located above each element), and then install according to the instructions they give you.

I have a Rheem 41VRP50N water heater. The water I am getting is luke warm on a good day. The burner fires up when I turn the thermostat to the highest temperature only. I drained the unit and flushed...

This condition can be caused by 4 different problems, or combination of these problems.
Good indicator would be to check temperature of water inside tank.
Put bucket under TP overflow tube and release water into bucket, then use cooking thermometer to gauge temperature. Stand back from scalding water that can shoot out of overflow.

If tank temperature is 120-130:
1) Crossover is suspect:
http://waterheatertimer.org/Crossover.html

If tank temperature is low:
2) Bad gas control valve thermostat is suspect.
I believe Rheem 41VRP50N has Honeywell or White Rodgers electronic gas control valve.
Open following link to identify gas control thermostat and see typical error codes.
http://waterheatertimer.org/How-to-adjust-temperature-on-water-heater.html#Honeywell
Replacement gas valve can be purchased from Rheem.

3) Combustion parts and tubes need cleaning, and bleed gas line for air and water contaminants.

4) Water heater has sediment build-up coating burner transfer surface and covering thermostat.
http://waterheatertimer.org/Clean-sediment-out-of-water-heater.html
Year of manufacture for Rheem water heater is 2nd two digits of serial number, so XX03.. would be 2003.

Change temperature setting

You posted under Rheem water heater but don't give type of heater or type of fuel.
Open following link for typical water heaters and many different kinds of thermostat controls:
http://waterheatertimer.org/How-to-adjust-temperature-on-water-heater.html

For more detailed information, add a comment with information from the label on side of unit.
Label will say if water heater is tank-type or solar-assisted, tankless, and if water heater is gas or electric.

Product manual will also show thermostat information.
Add a comment and I might have link to your manual so each of us can read about product.
Manuals are critical tool for getting unit to work correctly over time, and important for homeowner showing needed maintenance and advisories for each model.

How do I turn up the water temperature on a Marathon 85 gallon electric water heater? I don't see any visible temperature control settings.

The temperature is controlled on the thermostats in the tank. They are under the two covers you see on the outside of the tank. There is an upper and lower thermostat. Make sure you shut off the power before you begin. Remove the cover and peel back the insulation covering the thermostat. Use a flat head screwdriver to adjust temp. There should be a pointer showing the temp its on now. They are probably set at 120 degrees. WARNING--turning your hot water temp above this point can cause scalding and burning in less than 3 seconds. You may have a burnt out lower element. This link below should help you

This is the manual to your tank. Good luck.

What to do if water doesn't get hot even though I have increased the thermostat settings... the heater isn't even4 months old and it has done this from day one

You have electric water heater.
Electric water heaters are fully repairable by homeowner.

Reliance is AO Smith company
http://www.aosmith.com/OperatingUnits/Detail.aspx?id=138&ekmensel=c580fa7b_12_0_138_3
http://www.reliancewaterheaters.com/prod/elec.html

Age of Reliance water heater is shown on serial number located on side of tank: first digit is letter. Next two digits are numbers: for example C06 means 2006.
Serial number also shows model number & wattage of elements in case you need new element from hardware store.

A) If your water heater receives very cold incoming water, it may not heat fast enough to keep tank warm.
Add a tempering tank.
http://waterheatertimer.org/Tempering-tank.html
Add insulation over entire water heater except TP valve. Insulate pipes completely.
Read more information:
http://waterheatertimer.org/9-ways-to-save-with-water-heater.html

B) If cold outside temperatures are not to blame, your water heater may have a bad thermostat or element.
Narrow down the suspects:

Water heater is 240Volts since you have more than 1 thermostat.
Water heater has some hot water.
This tells us upper element is working.
And that water heater electricity is working.
And that reset button is not tripped.
And that heater is not experiencing run-away overheating event.

That gives us 3 solid suspects.
1) lower element is burned out. Test lower element using inexpensive multi-meter from Home Depot.
http://waterheatertimer.org/How-to-test-water-heater-element.html
Replace element with same wattage shown on label, and clean out sediment:
This will restore water heater to full 99% efficiency.
http://waterheatertimer.org/How-to-clean-sediment-out-of-electric-water-heater.html
http://waterheatertimer.org/Clean-sediment-out-of-water-heater.html

2) Upper or lower thermostat is bad. Replace both thermostats for about $25.
http://waterheatertimer.org/How-to-replace-thermostat-on-electric-water-heater.html
If you want to test thermostats and all parts before replacing anything:
http://waterheatertimer.org/How-to-troubleshoot-electric-problems-with-water-heater.html

3) Burned or shorted wire. Turn off power. Open covers on side of tank. Remove insulation. Inspect parts for signs of high heat and burning. Especially lower element. Tighten any loose wires. Replace part that shows signs of burning.
Put insulation and cover back over thermostats so cooler outside temperature doesn't cause thermostat to misread tank temperature.

Whirlpool Energy Smart Water heater - light is solid green then every now and then blink a couple of times then go solid again. What does this mean?

2 flashes = high water temperature (the water heater comes set at 120, and you can set it lower or higher)
3 flashes = sensor failure (temperature sensor similar to a thermostat on regular water heater)
4 flashes = upper element
5 flashes = lower element
Links below are for Whirlpool manuals
http://www.whirlpoolwaterheaters.com/support/Manuals.aspx
http://waterheatertimer.org/pdf/Whirlpool-energy-smart-electric-manual.pdf

The water heater is working right now.
If the elements go out, they are available at any hardware store.
The temperature sensor is easily replaced and can be ordered from Whirlpool.
You might want an extra temperature sensor on-hand so repairs are not delayed.
Link below shows the product in detail.

Let the water heater do its job until it fails.

Energy smart hot water heater not giving ample amount of hot water both elements ohm at 12.5

For manual

You checked ohms, did you check for 240V across lower element when lower element is turned on?

Energy smart electric water heater
has a control box on top of unit. Water heater does not have typical thermostats that can be tested and replaced. Temperature sensors located above each element send information to control box through small black and red wires. Temperature sensor sells for about $40, but there is no test listed that shows how to determine when sensors fail.

Potential problems:
-Temperature sensor is not reading correct temp
-Control box not processing correct temperature information
-Selector on control box set to 2, 3 or 4
-Thermostat temp on control box set lower than 120 degrees F
-Sediment build-up starting to surround lower element so water doesn't circulate (see if drain valve runs full-open
