It maybe the board behind your record button is no good and needs replaceing but you could try cleaning it with some metho on a rag not to damp though and make sure you give it 10 mins to dry befor plugging back in.

If you have it hooked up properly then you should simply select the "source" using the TV remote - probably says S Video 1 or X depending upon the number of S vid ports the TV has. When you are sure that you have selected the correct source then on the PC you must select "Fn" or "Function" key then F9 (or FX depending on which key has the logo that looks like a monitor) then you should be good to go. I seen a similar problem on a Dell and the problem in that instance was a fault with the PC and the port wasn't senseing the S Vid cable.
