Is the computer doing nothing when you hit the power button, or does it come on but not boot into windows?
Storms can do a lot of damage to a computer even with a surge supressor. With a limited knowledge of computers, you may not want to attempt to diagnose it yourself. Many steps require you to remove pieces of your computer and testing voltage leads. At this point I would say your power supply is a good culprit but I often see the motherboard fail by itself or along with the power supply. If it is really bad, it can take many other components along with it.
I commonly see surges or outages come through the phone line and into a dial up modem also if you use one and sometimes removing/replacing the modem will fix it. If you use high speed internet, sometimes it will come through your cable/DSL line and take out the motherboard also. There are a lot of things to test. You may be better off taking it somewhere to be repaired.
