there is a large silver screw directly below the air filter. unscrew it and look inside the cavity. there will be a spring visible. fish it out gently with a paper clip or similar. there will be a red plastic piece attached to the spring. this is the main jet. clean the little hole in the center with a shot of carb cleaner or compressed air. put the assembly back in [red piece first], then carefully put the screw back in [this is metal going into plastic]. it should fire up and run fine. if not, you will need to replace the float bowl assembly

which wheels are you wanting to unlock if it is a hydrostatic rear end that you wanta unlock to push manually then in the back of the mower there is a rod that you pull out or push up & over to release the axle
