The battery is probably one with multiple cells and one (or more) of them has shorted preventing the total from reaching a voltage that appears as fully charged.
If the cells are Ni-Cads, this is a common problem with them and when a battery-operated item of mine fails, I replace those older types with NiMH cells if the battery compartment can accept them.
I have 'restored' countless NiCads over the years by 'zapping' them with a fairly high current for a second or two; voltage isn't important as long as it is in excess of 2-3 volts but the source should have a few amps capacity.
This type of cell grows 'whiskers' that will cause them to short completely or develop a path that causes them to self-discharge faster than normal.

You will need to first remove the 'cap' on the bottom of the shaver. This is a piece of plastic that surround the hole on the bottom of the shaver where the cord plugs in. Gently pry it off with a small flat screwdriver or similar object. Once removed, the side grips will simply pull off revealing 4 screws on the back. Remove screws to remove the back cover.
From there it is a piece of cake. The internal components simply lift out.
Put it back together in reverse order

Remove the 2 screws on the back and remove the back cover. This will allow you to access the inner cover that has 3 screws. Remove those screws and take off the inner back cover to access the battery. Be sure to read the NOTE concerning installation on that page
