technically it is both it's just people get confused with dynamic contrast and static contrast. The LCD LG5000 Series (00,20,30) has a

this would typically be
[15,000:1 contrast ratio] for a plasma.
so to count for, lcd tvs use dynamic contrast and plasmas use static contrast it's just a way to measure them both.
