There are two possibilities, due to which you are facing this problem, one is that the SIM Module you are using is not being able to register itself to your Service provider, to check it you need a cross check, means to say put that SIM module is some other working phone, if on the other phone you are having the same SOS Only issue, that you have tracked down the problem i.e; SIM Card, contact your service providers for further guidance in this case.
But if, that SIM card is working on the other phone, then you are having a hardware issue with your BlackBerry, usually it the antenna issue, it needs a little repair, take it to the nearest authorized service center for the service.
