Question about HP Pavilion F1903 19" Flat Panel LCD Monitor
Black screen, power light blinks amber
The problem is with the inverter board. It is pulling down the main power supply and cycling it on and off (crowbaring). If you disconnect the power supply cable to the board, the power supply will stay up and the power on lamp will cycle as normal. There seems to be a problem with one of the high voltage transformers on the board. I will let you know if I can find a suitable replacement of if there is a way to get an inverter board inexpensively. Good luck!

Something to do with the power section.

The problem may be with your PC. Chek whether the PC is booting. Can you hear the beep sound. If you can hear the beep sound while booting then the system is OK. So before you trying to repair the monitor confirm the PC is working.
