It sounds like the thermostat is malfunctioning; the Set should not be flashing at all, only the Hld should show after pushing the hold button.

DON'T BUY A NEW ONE JUST YET! IF THE BATTERIES DIED & THERMOSTA LOST POWER, IT MAY HAVE LOST IT'S MEMORY. IT MOST LIKELY WENT BACK TO FACTORY DEFAULT SETTINGS, & NEEDS TO BE RE-PROGRAMMED THROUGH THE INSTALLER SET-UP MENU. HOPEFULLY YOU HAVE THE PAPERWORK FOR THE THERMOSTAT STILL & CAN POSSIBLY DO THE SET-UP YOURSELF. IT SHOULD HAVE STEP BY STEP INSTRUCTIONS FOR THIS IN THE INSTALLATION GUIDE (NOT THE OWNERS MANUAL)
It depends on the differential that you have programmed into the thermostat. In most of them you can set the temperature you want the thermostat to activate, and then you set the run differential such as three degrees below 65. In other words, the thermostat will activate at 62, and drive the temperature up to 65, cut off and wait for the temperature to drop to 62, where it cuts on again. see:

Start at the 'menu' button. Push button and scroll through to 'program' section. You will need to set the date and time and all that stuff. Then just keep going through the menu until yo find the program function that you want. Set the days and times yo like. You won't hurt anything so be bold and just keep at it, you will get it!
