The problem could be that your motherboard requires "active Speakers" IE: speakers with their own amplifier. A lot of the newer Motherboards are now like this to cover the use of 5.1 surround sound speaker systems. If you have a set of Active speakers or can borrow a set off of a friend it should show you if this is the case or not

mcdevito75 here, Sounds like your moitor is burned out, I would take the monitor to a Staples, Radio shack and have it tested. Monitors are just like a light bulb and do go bad or burn out.

Phillips 170B volume adjustment bar automatically pops up

Usually for the volume bar to just pop up something would have pressed the volume button. It is possible that the volume button has gotten a malfuntion on it and this makes it to pop-up all the time. Try getting underneath the volume button cleaned. But preferably this should be done by an expert.

No sound from headset plugged into monitor

But if yours does have these ports, I would suggest they are not for a headset, but for connection to the _PC_. I would suggest your model monitor has built in speakers, and the green port is the INPUT from the PC Speaker output. The pink goes back to the PC from the MIC which is built into the screen.

Volume Control Bar does not go away

IN THE SETTING OF THE COMPUTER SOME WHERE IN THE SETUP OF THE COMPUTER YOU CHECK A BOX NO ON PERPOSE JUST BY ACCENDLY PICKING IT AND NOT UNDERSTANDING WHAT THEY MENT IN THE BOIS, INTER NET OPTIONS OR YOU MAY HAVE TO GO INTO THE BOOT LOG AND UNCHECK THE BOX FOR BOOT SEQUENCE SETTINGS,SYSTEM CONFIGURATION, BOOT OR STARTUP FILES
REBOOT SYSTEM YOU MAY HAVE TO DO THIS SEVERILY TIMES

sound like the power supply or the monitor bulb is going.
try the monitor on another PC if you can get one, if it works, then you have to find ou the manufature of the video card and get the driver.

Philips 170b 17" LCD Monitor

Does the screen go to the top of the page by any chance if so their is a possible cable problem that links your PC to your monitor, to repair this you must take it to a electrical repair shop, its quite a small job and your screen should be back up and running in no time, it happened to my packard bell monitor aswel and i managed to get it repaired.

Philips 170B lcd monitor

Crackling sounds are probably due to a couple of capacitors failing due to age, on the control board. (They can also "whine"). Should be easily replaceable by any experienced technician. Not a difficult job.
