How do I move apps from one screen/"page" to another? I tried dragging it and it doesn't transfer it from one screen to the other, even though there is room for more apps on the particular page. (I just want to have each page full of apps, and only the last page partially full, rather than every page being partially full)

hello, ensure you are not clicking on the key wrongly,i would advice you put the phone off and on back to see if the problem stops.if it doesn't i would also advice you ensure you close any application you are not making use of.it could also be as a result of accumulated opening of applications.
if that does not stop the problem,i would suggest you get the phone flashed by a mobile phone authorized repair engineer around you.
wish you good luck,
take care.
Turn the iphone off, hold the menu button, now plug in the usb cord that is connected to the computer. Keep holding the menu button until a dock connector appears on the screen. You're now in recovery mode and should be able to restore your iPhone. If that doesn't work you may have a broken logic board. Here is an iPhone Repair Guide that shows how to open an iPhone. Boards are easily available on Ebay. If you want somebody else to do it for you go to iPad Repair
