Right click on a blank space on the Desktop and select Personalize, from there click on Desktop Background then select your picture using the Browse button or one of the pre-defined images.
Easiest way is to right click on the photo you want as background and click set as desktop back ground, Second way Control Panel-Appearance and Personalization- click change desktop background
if you are using windows starter, the only thing you can change your desktop background is to use third party software like Oceanis Change Background for windows 7.
or upgrade your windows into ultimate or professional inorder for you to change your desktop background.

right click - select properties - select desktop - pick any pisture in the box or path to your My Pictures folder and select your picture from your pic folder.
