I got this computer from my sister, the CD drive, drive E says it is not accessable. How can I recover the drivers for this? Do I need the operating discs? My newer HP with windows xp has this built in.

I don,t think this is a Driver Problem.
More likely to be that the Disk your trying to read, is not supported by the Drive Itself.
Certain DVD Drives, only support certain types of Media. Either DVD- Or DVD+.
Try using different disks in the drive. music cds. DVD Movies et,c.
Usually you,ll get an error warning. **No drivers are installed for This Device**

See this post in Windows forum for a fix, you will need to get a cd drive working on the computer by plugging in an external drive via usb. This requires having access to another computer to download the disk and save it on a CD.
You can remove or change the Window's User or administrator's password and privileges. You need access to a computer with Internet access to download the Hiren's Boot CD and burn it onto a CD. Then insert this CD into the laptop/computer and boot up the laptop/computer with the Hiren's CD and follow the instructions. There are very useful utilities CD and it a Linux boot CD which contains quite a lot of Utility programs including a password removal program. You can reformat your computer by using your recovery discs. Please keep in mind that if you reformat your computer you will be unable to recover any of your files that are currently on it. If you are able to, backup everything you can. You can use an external harddrive or a flash drive to get files off if you boot from a Linux LiveCD if you have access to a working computer with a CD burner and a CD. on a friend's Windows 98 SE or Windows ME computer, create a floppy "Startup disk". Insert in your pc floppy drive and turn on. If floppy drive was not accessed, then get to BIOS and ensure "Boot from floppy drive" is set prior to "boot from hard drive". Once at first screen, select "Boot with CD-ROM driver". Insert CD-ROM and initiate entire re-install of Windows. Windows may do some self-restarting. At first restart do this: get to BIOS and ensure "Boot from hard drive" is set prior to "boot from floppy drive".
