TRY USING THE SYSTEM RESTORE ACCESSED THREOUGH THE BOOT MENU, THE HOT KEY FOR THIS IS DISPLAYED ON START UP IN THE UPPER RIGHT CORNER OF THE SCREEN.
I just had something similar to the one you posted and to my knowledge was caused right after a critical update installed. This is what I did:
-Go into your boot menu
-Choose a point prior to the date (I choose the most recent the first time and problem still existed, then I tried the point before it and that worked)
Hopefully this helps any one else out as it was a major headache, specially when I restarted in Safe Mode the problem was still occuring and System Restore was not working properly either, so its very important that you access the System Restore throught the boot menu
