I followed the steps at the following link and it worked for me. I have a 2007 Toshiba Regza 42HL67, but the firmware applies to many models as documented in the readme file at the location found via the link below. I used a 1gb SD card formatted FAT16, copied the unzipped files and folder to the card (wasn't sure if it required the top level folder or only the files under the top level folder so I copied both to the root of the SD card), unplugged the TV, inserted the card, plugged in the TV, waited 2.5 minutes, unplugged the TV, removed the card, plugged in the TV, yellow light flashed 3 times and went out. I turned on the TV and it has worked normally since last night.

You sir are absolutely THE MAN! I've had my 47" regza sitting in the corner for months and was just about to sell it for nothing or even give it way since I have bought a replacement. I followed your instructions and it works PERFECT! Thank you so much for your help, I just wish I would have done this months ago before buying a replacement tv...

Shame on Toshiba for this crapy firmware. Thought my TV was dead. Removed all the back panel and boards, disconnected/reconnected all the connectors I could try and did visual check on any blowout of fuse or burned circuit but found none --- almost burned my IC boards as I was operating/trying w/ power plugged in and was shock twice by the big capacitors... Almost gave up. Then I took a sleep and waked up to find this post. Very useful. I used 2GB miniSD card converted to SD, formatted to FAT in XP, just works (I sense what's the halm for a try, at most my SD won't be recognized and read). Exactly the steps mentioned in the above line and works. Toshiba should upload a firmware update like most other PC-related hardwares for such a pricy appliance. But anyway the 2007SEN09 firmware just works, except it's probably the same as original factory shipment and could burn out again like before (then let's just reflash...)

Toshiba Regza 37in - 37HL17
TV will not turn on - Yellow power ind. Light blinks three times...
Fixed with a firmware update (hard to believe, but true). Search Google for a file named: 2007SEN069.zip (don't worry if the page you find it on doesn't mention the 37HL17 - it worked fine). Unzip the file, and copy the 3 folders and 3 files to the root of a small SD card. The SD card MUST be 2GB or less in size (I used a 1GB card), and it MUST be formatted with FAT-16 (not FAT-32). Mine was pre-formatted as FAT (FAT-16). The SD port is on the back of the TV behind a cover plate near the power cable. You do NOT need to remove the back cover of the TV, just the small cover plate (1 screw). UNPLUG the TV; remove the cover plate; insert the SD card (prepped as explained above); Plug in the TV; Watch the yellow lights blink, then turn blue, then go dark; UNPLUG the TV; remove the SD Card and replace the cover; Plug in the TV; Yellow lights will blink a few times (this is normal); when blinking stops, turn on the TV and you should be good to go. :-)
Pictures attached are from a Toshiba software upgrade bulletin I found online.

Todd, You are the man! I bought this TV in 2007 and just last week I got the 3 yellow blinking lights of oblivion. Your SD card/Firmware update was the trick! Granted , I spent a week researching and figuring it was a circuit board and I would donate it to my kids to take apart and "explore", but not this time. Firmware worked like a charm. Thank you!

Problem could be in power supply board or back light inverter boards.
How old is this tv?
If you have electronics stuff repair experience then check power supply output voltage with multimeter and find out what volts are missing, that will narrow down problem area and replace defective board that utilize these missing volts.

It wont turn on just flashed red light and wont give the disk back

watch the lights on the front when you try to turn it on. If the blue light flashes yellow for a second, you have ahardware failure, so-called Yellow Light of Death. You can get the disc out by turning off the switch at the back, then hold down the eject button and turn the back button on again.

Having the yellow flashing light

Sounds like maybe a power surge killed the TV. If it is newer, try contacting the Manufacturer for warranty repairs.
