The tite is 20 inches high by 10 inches wide on a 10 inch rim. Either will work as long as you have the clearance for the 11 inch wide one

I have a 1989 Polaris Scrambler 400 4x4 with 22x11-10 itp mud Lite on the back of it is it ok to put 23x8-10 on the front of it because it should have bigger tires on the front stock

Technically yes you can, HOWEVER!! The 23x8's are taller, thinner tyres so they might affect your speedo reading and handling if they are not a standard Polaris size. The front end will also ride a tiny bit higher than the rear end. If you haven't got the original handbook try contacting Polaris directly or a dealer with your vehicles details and ask them what sizes are recommended for your ATV.
ATV tyre sizes translate as follows... a 23x8-10 tyre will be-
= 23 inches in diameter measured all the way across the widest part of the whole tyre.
= 8 inches across the width of the tread of the tyre.
= 10 inch diameter of the actual wheel rim.
22x11-10 is 22 inches tall, 11 inches wide on a 10 inch rim.
23x8-10 is 23 inches tall, 8 inches wide on a 10 inch rim.

Can I use 195 65 15 tyres on my h100 bakkie

Do you normally fit 195/70 15 tyres? The tyres would fit, BUT the 195/65 R15 tyre is actually smaller than the 195/70 R15 tyres. The rolling surface, the area with the tread marks on, is shorter on the 65 size tyres. This will make your speedo read at the wrong speed and might affect the handling.
This is what the numbers mean. 195 = width of the tread across the tyre in mm. 65 = height of the side wall as a percentage of the tread width, (65% of 195mm). 15 = diameter of the wheel rim in inches.

What would be the biggest tyres you can put on 17 inch being standard suspension.

it depends on the hight of the truck for height , but when you want to put really wide tires on you can get spacers , I think the most depending on what truck you have is prob 12 in just guessing though

What's the biggest tire I can fit on a stock height 95 gc 2wd on 15x7 rims with no problems?

probably be a 195 ?/15. talk with a tyre dealer as the width of the tyre will depend on the bulge past the rim edge. If the beads of the tyre are not within a distance then the tyre will wear either on the centre of the tread (177 will make the beads be too far apart and so bend the centre of the tread up off the road regardless of the pressure) and anything over 205 will have the rim running on the side wall of the tyre resulting in tread wear or beads coming of the rims. I am thinking that a 195-65/15 will be the recommended tyre for what you ask but TALK TO A TYRE DEALER as tyres are expensive and the wrong size tyre for the rim will make you illegal on the road.

What diifference will it make to my speedo reading if my front tyre is size 120/60 ZR17 instead of 120/17 ZR17 on m1993 suzuki rf600r bike

If I am reading the tire size right you are dealing with a different width and not circumference. If in fact it is width it want make any difference, however, if it is circumference then if the tire is smaller the transmission is going to have to turn faster to get 50 MPH or any speed. The speed of your car is measured at the back of our transmission. Smaller tires will make the speed-0-meter read fast and larger tires will give you a slow reading. This is the one that will get you in trouble. With a larger tire and you meter reading 50 you might be doing 60 or more. You can figure the speed of any tire on a car just take the circumference of the tire [how many inches it travels in one revolution] and divide it into 5280' for miles then Multiply it by T=time taken to travel distance then figure in the RPM's and drive your self crazy trying to figure it out.
Again as I said if they are the same circumferance then your speed -o- meter will not change.

Can we change the size of rear tyre?

The tyre size is governed by the rim width and the space available in the wishbone. I would measure the space available for the tyres width right up inside the wishbone along with the tyre size that you have at present.
The tyre can be oversized but watch out for slipping on the rim of the wheel!
Consult a Yamaha Workshop for specialist tyre sizes and compounds. Pirelli make some super sticky tyres alowing for excellent high speed cornering!

Would like to know if there is a range of tire sizes per vehicle or is one size per only. example i have a 2001 windstar p205/70/15 can i or better yet should i be fooling around going up or down in size...

The short answer is no, there is not. Here in Australia it is the law that the appropriate and legal tyre sizes are listed on a lanel inside the glove compartment. To explain more though, so you will see why it's important to fit the correct tyre. If you take the tyre size... 215x85-16. It means
215= tyre width across the walls in millimetres
85 = Aspect ratio (the height is 85% of the width)
16= diameter of the rwheel rim
H= High Speed
L= low speed
LT = light truck.

You normally would not put light truck tyres on the front of your vehicle and on the rear only if you carry heavy loads (but probably not then)
Light truck tyres may be cheaper, but they do not ride as well.
