There is a problem with your phone. if you have equipment protection just pay 100 bucks and get a new one. If not your stuck with a phone without vibrate.

I had this problem with my Nokia although it was a bit older than your phone!
If you are sure that the settings are correct and it should be vibrating then get someone to call you and while it is ringing, knock the phone gently on a table.
If the vibrator is stuck then it may free itself and start working again.
It worked for me.. But my phone was 2 years old and used in a gritty environment.
