It turns out, this is a design error. A capacitor on the control board was under rated for it's intended use. Open the side of the printer that has the power port etc. and access the board. Purchase a new capacitor 330 uF 16V or 25V and replace on the control board. It will be one of the two green capacitors on the board, check the markings on the side of the component. Verify which direction the positive and negative leads go and replace the parts. Power up to verify and then unplug and re-assemble. Hope this helps. PartWorst case $1.50. 45 mins. It takes longer to get the part and open the case than to fix.

I read over the FAQ's and Troubleshooting on hp.com's website and couldn't find a reference to a 'restsart' condition over and over in a continuous cycle.

I was going to suggest unplugging it, but that you already tried.

I think there's something wrong with the board, but to replace would exceed the cost of buying a new printer. And I'm not sure if hp.com would even service it.

Contact HP.com and find your local partner using the following:

HP Photosmart C5180 doesn't turn itself on

You are not going to like what I am about to tell you but I have seen it over and over. It will cost you more to repair this printer than a replacement will cost. Inkjet printers area commodity today.

HP photosmart C5180 all in one: Ink system has failed

Here's a link to a procedure that one individual used to fix the same problem with his printer. I can't guarantee this will work in your particular case.

HP C5180 All-In-One Printer HARD RESET:
  1. Hold down HELP + OK button and unplug printer (could experiment with regular power-off, but I opted for brute force)
  2. Hold down HELP + OK button again as you plug the printer back in. Then power it on, if it doesn’t power on automatically. Be Safe: keep holding the buttons until the printer turns itself off. (It took mine less than a minute.)
  3. Now you can release the buttons and simply power it back on. (I held my breath, but that’s not required.)
    • I got an error message about “improper shut down” since I unplugged it w/out powering down. After I clicked “OK” the printer was just fine and didn’t mind anymore. And now I can print.

Black ink not working on HP C5180 Photosmart

Try a hard restart, which simply means unplugging the power cord of the printer, and replugging it after one minute has passed. If that does not work, then rerun the CD used to install the printer. Both techniques reprogram the electronics, to a certain extent.
You can also visit the HP website, to see what solutions are being offered for various printer problems. They probably have a number to call, in case you need to talk to a technician.
Hope these suggestions help you out.
