Usually spa's are a bit tricky to work with and i usually advice you get an expert to work on it as they are a bit expensive.
For such a problem as you are facing usually the first place to start trouble shooting is the heater relay this could disrupt the flow of current around the unit thereby making no voltage to F1.
Also you could check the sensor cables as these could stop voltage flow if they have an internal breakage. Other things worthy of being checked on a secondary basis include the thermostat and the current collector.
