You have to make sure the case of the plug is making good connection against the metal on motor. Use file or sandpaper to get good connection on the plug and the motor.

You need to disassemble the carburetor and spray with carb. cleaner. Use a Den Tek Brush,
(http://www.dentek.com/shop.php?target=products&product_id=7), to clean the small portals in the carb. Make sure to clean the small screen in the carb. as well. Reassemble and start.
If you need further assistance, just let me know.

The possible reason it has always been hard to start is the way the settings on the carburetor were initially made at the manufacturer. Elevation and climate affect these sensitive carburetors but the lower grade manufacturers use a "default" setting on the carburetors. I would say a small carburetor adjustment and mild cleaning (if it has sat unused any length of time) will help the starting issue. Try adding a 1/2 ounce to 1 ounce amount of fuel system cleaner into your 2 stroke fuel can. I recommend Chem Tool Berryman B-12. It has the necessary ingredients to help clean built up gum and varnish in the carb and in the engine. The recommended rate is 1 ounce per gallon of gas, so use about 1/2 ounce in a gallon or 1/4 ounce in a half gallon.
As far as adjusting the L and H mixture screws on the carburetor, first you have to be able to get ahold of them. They are made so you can't. I use a small automotive type plastic wire connector tapped down onto the head of the screw so I can then turn it. I know the heads aren't slotted, or are splined or are D-shaped. I suggest resetting the carburetor adjusting screws to alleviate a hard start issue and a mild cleaning of the carb (through it's own fuel system) to aid in cleaning it up. Here is the manufacturer's suggested methods for setting the mixture screws on your carb.
