Question about Dell E228WFP LCD Monitor
Jayarajh, If pc is ok with different monitor, then first place I would investigate would be the internal switch-mode-power-supply of the E228WFP!!! If the DC voltage supply has become "noisey" because of failed electrolytic filter capacitors inside the unit, you may have this type of symptom. Tips for a great answer:
Set the keys and screen to lock automatically
On the start screen, swipe down from the top of the screen, tap ALL SETTINGS > lock screen > Screen
times out after, and select the length of time after which the keys and screen are locked
