Perhaps you simply need to ensure you have the, correct HDD set and the boot device set properly in BIOS?
Make sure the HDD is working and OK, if you can use a HDD to USB "Dongle" and test the HDD on another PC, to see if it is indeed OK.

My studio gets a disk read error message every time it starts up and i cant fix it!!! it also says press ctrl+alt+del to restart but it does the same thing!

It seems that the boot sector has been damaged.
re-installing OS may help.

If you have important data on the disk, please install the disk as second disk to another computer and backup your data before installing the os.

A Disk read error on boot means your hard disk has or is about to fail. to verify this you can try to fun a hard disk testing utility such as Seagate SeaTools, Western Digital Data Lifeguard, Hitachi DFT. These are all freeware.

Inspiron laptop Battery won't charge

Try taking out battery and plug in power. If it works, battery is faulty. If not,
Try taking out your hard disk plug in power, if it works, hard disk is faulty. If not,
Try taking out memory card, if there's a sound, memory card faulty. If no sound, it's your motherboard that is causing the error.

Note: If machine is under warranty no need to pay for the repairs.

Disk read error no recovery cd

the BIOS is hard wired into the motherboard and contains all information about the hardware on M/board.usually accessed by pressing del key or f2 key you will have how to do this at the bottom of the boot up screen read all info carefully it should list what your hard drive is and how big
also if hard drive is automatically detected
if you access it set it for default loadings and try again to boot

Problem with the Booting/Hard Disk

If the IDE connection for the laptop is faulty, you'll need to obtain a replacement from the manufacterer (assuming it's user replaceable - unfortunately not all of them are). If you are comfortable going inside of the laptop itself, then you should be able to determine whether; 1. It's not simply come loose 2. It is indeed user replaceable and not fixed to the motherboard

Boot up failure

Fixed disc is refering to your hardrive and the fact that it has been unable to read a bad sector on your hard drive, that sector probably being where the boot.ini file resides. You will have to get the drive checked out, by means of an 2.5" ide to usb powered connector, which will connect to another pc's usb port to enable you to perform a disk check and a repair if possible of the bad sectors, or take to a local repairer where they should have the required adapters.
