I just bought a gas water heater Model # GG38T06AXK00 install my self everything went well but I couldn't light it up even following instruction carefully many times

I have one of these. As it turned out, upon calling the GE representative, they told me that the pilot light is not visible in the glass window, due to a manufacturing defect, unless you get a mirror, and hold it below the window, looking up, at an angle. So, one would think the pilot is not lit, when it really is. Just assume that when you follow the directions, everything is working, even if it doesn't seem like it, and the burner should light when the thermostat is up high enough.

More information is needed for correct do-it-yourself answer. Add a comment and include what steps you have taken and what you observed at the pilot light. Include description of gas control valve.
The combustion parts may need to be cleaned, the thermoscouple could be bad, misaligned thermocouple, the system locked out from FV flammable vapor event, or overheating caused ECO energy-cut-off to trip, or air in gas line, low gas pressure, or dirty air intake, bad venting, improper venting, bad gas control valve, negative pressure, tight house, lack of combustion air, hot attic, exposure to chemicals in air, rusted parts, etc.

You have gas water heater.
Probably a tank-type gas water heater.

The plumber can fix water heater.
If you want to fix water heater yourself, then more information is needed to narrow down scope of answer.
1) Add a comment for possible help.
Instructions for lighting the water heater appear on front of water heater. Do those instructions include lighting the pilot light?
Will the pilot light stay lit?
On side of tank is a label. Label shows Brand, type (LP or NG), and model number.
This information can help narrow the type of gas control valve, and point direction for troubleshoot.

You installed a new gas water heater and are trying to light water heater using the piezo igniter.

Not clear is what steps you have taken so far, and which gas control valve is on the new water heater, and what lighting instructions say on side of water heater.
Also unknown if you bled air out of gas line, or if gas shut-off handle is rotated so handle is parallel with gas line.
Read instructions written on side of tank, open link below to double-check installation, and then add a comment with steps you have taken so far, and describe the type of gas control valve on water heater.
