I have a Dell Demension 2400 system type x86-based PC. The system is 7 years old. Suddenly, it's making a soft whisling noise when it boots up and the sounds remains. Any solutions to this problem will be appreciated.

Open the cpu cabinet cover.Clean dust from all parts. Pull cmos cell from motherboard. Reconnect RAM memory.Try with another RAM if you have. Reconnect processor and it's fan. Make sure motherboard is not ground with cabinet cover. Remove pci card if any if you use vga card then reconnect it. Reconnect both connection to harddrive. Then check. if you could give me your motherboard type if you know it and your computer speed ie pentium 4 ect ect this would be greatly appreciated there is a web site that you can go to that is totally free called crutial memory that we all use to determine the absolute maximum ram a comouter can hold it will test the speed of your processor and based on that it will tell you what type of memory and the maximum amount that you can safrtly handle ok?

no processor upgradation this model upgradation means change MB also this is not possible

if you dont have a motherboard disk or a disk with the drivers you will need to download them
on the home page you should see a search tab just type in what you are looking for

IE: motherboard name audio/graphics drivers

I have a Dell Demension 2350 tower stuck in DOS safe mode.

restart the system by pressing the power button for 5 to 7 sec and hit the del button to enter the setup and load default setup and run an dell diagonastics

Windows xp will not install

The times I have had this happen, it was a bad hard drive.
Even though you said you just replaced it, it could be a defective unit.
The problem happens when it cannot write the MBR (Master Boot Record) and it begins the format all over again. Or it hit a dead spot in the disk, and starts over.
I've had it happen at least 20 times (I'm a Sys Admin for a company).
Depending on the size of the drive, you may want to experiment by creating a smaller partition (like 10GB) and see what it does. If it blows up on a smaller partition, it is the MBR, if it works, it's a dead spot elsewhere on the disk.

1.5GB of RAM is plenty, unless you are doing hardcore gaming, or HD number crunching.
Yes, the 2400 is an older unit, but they are workhorses, and seem to run forever. (My daughter has one that is 7 years old, and it still runs every day).
