Is it a CD player? Are you trying to play DVDs? Does the CD player show up in device manager? (Right click "My Computer", click Properties, Hardware Tab, Device Manager. If it doesn't show up at all then the drive probably needs to be replaced.
did you upgrade to vista and then computer won't boot?. your computer may have not met the hardware requirements which lead to this result.
I would try to save the files by taking the hd out and slave/enclosure install it another machine in order to save the files you need to keep, an alternative solution is to do the same with a usb hd and a live knopixx cd.
once you have saved your files out of the current hd, I would try to fresh install of the operating system assuming that you do have hardware to support the installation.
some computer may not provide a boot or recovery cd but a hidden partition to restore your original installation from or some times even repair the installation. find out on your computer manufacturer's website the recovery methods or a way to purchase recovery cd's (if no hidden partition). if you do have a hidden partition, your computer manufacturer should provide a manual online to access that partition at startup.
Exploring ''My Computer'' seeing the player as a removable disk, media
can be transferred like normally putting files to a external device. Always remember to safely remove hardware connection of the player before disconnecting the device.
Using Windows Media Player 11
The Media Player supported by Microsoft Windows. Run WMP11 to
see the player as a media device. Transfers to the player can be made
making playlists and synchronizing them to the S2001.
For updating WMP11 go to the original site: http://www.microsoft.com/windows/windowsmedia/player/11/default.aspx
Using Yahoo! Music Jukebox
Music Jukebox of Yahoo! is also a software utility for transferring your music to the player. The Yahoo! Jukebox contains links for buying music to download (there is a free trial).

Cd and dvd drives are installed automatically on windows when they are connected properly. if your drive is not installing then your computers windows has problems, I would insist that you use recovery cd's to restore the computer to original state or use the windows installation cd to install windows to the computer again.
Note that the cd / dvd drive may work outside of windows, so you may be able to install windows with the drive even though it doesn't work in windows. check bios if the drive is detected there or not.
