Built in webcams are usually located at the very top of the Toshiba laptop. The laptop will have pre-installed webcam software you can use to operate the webcam.
In Windows go to Start > Programs or All Programs and look for any software with webcam in the title. Start it and this will allow you to use the webcam. If you are using Windows 7 you can click Start and in the search box type "webcam"

Although it says that the driver is for Windows Vista, it should work fine with Windows 7 as well.

Just upgrade your Windows Vista operating system to Service pack 2. Just download a service pack 2 installer and it will sure solve your problem. Because some hardware device will not work in service pack 1 due to outdated driver.
try to change the video setting if it's not work try to use a SKYPE chatting program and check with any one of ur friends if it works then ur yahoo messenger is faulty
