Nikon D70 I Determined that the problem with the in-camera speedlight is internal and will send the camera to the Nikon Service center in El Segundo, CA for repair.

The pre=flashes are for reduction of red eye and also for TTL indormation for camera to wotk properly with flash. Read Flash manual and some info in camera manual
With new batteries in the flash, and it being off camera what happens when you press the test button. If still it does not flash call Nikon 1-800-645-6689
the sync speed for the sb-600 is onlt 1/200 on most cameras i think so if your shutter is faster then that then all you will see is black/ the curtans behind the shutter.
basicly just try again with a slower shutter speed
Have you tried using the wireless mode? Even if there is a problem with the hot shoe interface, it might still work using the wireless mode. To do this you have to set both the camera and the flash. On the D70, under the menu with the icon that looks like a pencil, select Flash Mode|Commander Mode|TTL|OK. On the flash, hold down the Zoom and [-] buttons to get the CSM menu. When you see the zigzag arrow, push the Mode button to turn on the wireless mode.You may have to use the [+] or [-] buttons to cycle through the menu to find the zigzag arrow.
Now you should be able to use the flash detached from the camera. Just pop up the D70 flash, which will tell the SB-600 what to do via light pulses. There are other settings that may be required (channel and group settings must match between camera and flash) and be careful not to block the light sensor on the side of the SB-600. If the wireless system is still working, you may find you like it better than hot shoe operation.
If flash pops up and doesn't fire, little white pin/lever inside flash has lodged up inside flash casing and needs to be eased from where it is stuck. Careful when opening the flash up to dislodge the white plastic pin/lever, there are tiny wires you REALLY don't want to damage....
If you shoot in Auto mode, the camera will not allow you to turn off the flash when it senses that it is needed.
To use the camer without the flash, change the mode to Program ("P"). Once it's in P mode, the flash will not fire as long as it's in the down position. When you want to use the flash, press the speedlight release button (the one with the little lightning bolt near the mode select dial).
Are you using the built in speedlight on the camera with the lens hood fitted? If you are this will cast a shadow. Try removing the lens hood when using the pop up flash.
The built-in Speedlight on many Nikon cameras is designed to be a convenient way to either light up a dark subject or to add fill light to a daytime scene. The built-in Speedlight cannot replace a full size, external speedlight which should be used when more power or coverage are needed.
Because the built-in Speedlight is compact and close to the camera it cannot be used under all conditions. When using a lens that is physically very long, a subject that is very close, or a wide lens hood it is possible that a shadow may be cast upon the subject. Notice, in the sample below, the round shadow in the bottom center of the photo.
When the lens is too long or the coverage is too wide with a close subject a shadow of the lens itself is cast. In figure "A" below the lens is casting a shadow. Switching (or zooming) to a shorter lens (figure "B") prevents the shadow and allows even illumination.
If your lens, subject, or lens hood choice create a shadow, an external flash (either on the camera's hot-shoe or connected to the camera by a wire or wirelessly) should be used to fully light the subject.
