Question about Pentair Minimax NT Heater
Possibly poor water flow. Clean all the baskets, pump too and backwash/clean the filter. If water flow is ok it might be the temperature control. If you are running it on "pool" try using the "spa" control...

If it is propane there is likely soot around the exchangers. the pentair heaters all have poor circulation and bad design. cavity is overheating the sensor
