Just for an example of possibilities: The video detector, or video processing circuits, or the input selection circuits are not working. There is the possibility that there is a missing voltage from the TVs' internal power distribution to one of the areas mentioned.
The set should be checked by a service tech. With a scope, the video signal path can be traced to find out where the failuer is located. The with proper troubleshooting the defective part(s) can be located and changed.
