The picture is kind of dull. the cable guy suggested putting in a new bulb. how do we figure out exactly what part that is?

Your model doesnt have a lamp as the PT47WX53 is a rear projection with three CRts. Sounds like the mirror needs to be polished as that can make a picture appear dull and washed out

Need to change blue tube, just unscrew and replace with t.v. unplugged?

No - Your TV has tubes not lamps.

Why do you beleive you need to replace the tube. 99% of the time the problem with this model is just the fluid.

Projection TV tubes have a liquid coolant that is used to keep them from overheating. After many years the coolant in the blue and green tubes will become cloudy and cause the screen to look white, dull, red/orange, etc. You may even see white halos around images.

Here is a photo of a set that needs the fluid changed.

What you will need to do is replace the coolant and clean the crt lens. You can get a repair kit from www.TvRepairKits.com that includes replacement coolant, photos, step by step instructions, etc.

Dull

this is a common situation with the rear projection build. its a combination of the burn in effect and also, bad tuning. you can get a better picture by using the DVI option. rgb stream can give you a better picture as well. adjusting the sharpness can help sometimes.

Rear projection the color is not as strong as once new

if its 2-3 years old model, then you need to service it and clean its rear mirror, front screen from inside tv and CRTs lenses.
you can do this by opening its back cover. if you post its model and brand, would be fine to help you in better way.
