No way, Microsoft can never approach the consumer in such a way in such a case, it is definitely a spam, report your mailing server about this to stop the spread.
And ignore such spammers, they may approach you in future also.
I hope you will understand the sensitivity of your Personal data, they will always demand you your personal information to misuse it.
So, a big NO.
