Have never worked on a Stihl, but it's evident ..you are going to have to remove all the covers to get to the recoil unit itself and when you get there, you will see the problem. Don't know what kind of fasteners Stihl uses on their equipment, but the cheaper manufacturers use TORX screws in their applications.

Sounds like the starter dogs are broken. They are little plastic teeth that engage to turn the engine when you pull the cord. You'll need to replace the whole starter assembly to fix this.

You have to find a way to push the starter. It normally gets all stuck due to grease. One push with a screwdriver on the actual starter (The thing the rope turns) should wind the whole cord up. If not, clean it. Alot of oil/chunky-ness gets trapt when your using it.

Gas weed eater pull cord wont retract after pulling cord

remove the cover and the screw holding the recoil down, turning the pulley ccw should release the spring then wind rope around pulley and (hopefully yours has the slot in it) wind in the direction of the pulley teeth then, holding rope in slot put back on spring and wind cw till almost tight, and install screw. Usually you can do this without taking rope handle off. sometimes you have to remove handle. look at spring end in the middle and make sure its not broke as long as you have it apart. Its a easy fix.
Thanks for using fixya
