You have to check the water level sensor, included to check the small hose from the drum to the water level sensor. there must be pressure from the water to suppress these sensors, the operation of the washing machine are:
washing process / cycles will start when the water level, which we set is reached. then there is pressure from the water through a hose, pressure water level sensor.
while SPIN is the reverse process of the washing process, water in the drums will be drained through the drain valve. and there is no pressure in the water level sensor so that the spin will start.
